Snake the wire to new position , if joists in the way simply check the joist - then get a plasterer to fix the holes.

Most ceiling lights are removed from below the fixture. Kill the power to it and take it down. Remove the mount and mounting box if possible. If you have a space above your ceiling you should be able to snake a new romex wire over to your new location depending upon your ceiling joist layout. Simply tie in the wire to your existing wire inside your old box and put a cover over it. It can be finished over however you like.

Take another look at your fixture. Most ceiling lights are installed and removed from underneath.
