Maybe on the phone if the connection was bad. The have a similar tone overall, but the final "N" sound on fine is a pretty good differentiator and if the person speaking enunciates well at all, "wh" is going to sound quite different than "f".

Mistaken words, depends on each personal level of hearing...not to mention background noise.

Like me...I can hardly hear anything behind me when there is noise in front of me...And if you're hard of hearing, fine and why have somewhat simular mouth motions...then you have to take into consideration a persons mumble factor.

Yes, people have different kinds of hearing. It is not uncommon for most people to have to guess at what others are saying, especially now days. Women talk to fast and so many try to sound cute by sounding like valley girls. It it must not be cool to enunciate your words.

Hahahaha.... It would probably depend on the person saying it and the person listening. Maybe hard of hearing - as mentioned - or maybe the one speaking just happens to say the two to sound very similar... I've never heard of this happening though - until you!

no they don't even rhyme. they just sound similar. Perhaps if one is hard of hearing or doesn't speak English as a first language, it might be more hard to tell. People can talk pretty fast.
