For some reason I've had this happen to me a few times. I went to HP's online help and had a very helpful person. They said this occurs due to corrupted registry entries. Here is what they told me to do:

Click Start
Right click my computer
Properties
Hardware tab
Click device manager
Uninstall (rt click HL-DT-ST RW/DVD GCC-4480B)
Then go to this weblink they gave me to install the driver:

http://www.dougknox.com/xp/scripts/xp_cd_dvd_fix.vbs

(note: since I see Yahoo always cuts off the end of these links, the continuation from _cd is _dvd_fix.vbs)

Once this is done, restart your computer and it should reappear.

I was a bit hesitant since it didn't sound like a Microsoft for HP fix, but it does work (with no virus). I've since saved it to my desktop and just double-click on it whenever it happens again. (I put the following note in the notes section of this fix just so I know what it's all about:

Fix for when hp cd-writer/dvd drive not recognized. Device Manager shows ! next to HL-DT-ST RW/DVD GCC-4480B with code 39. (Uninstall this first in Device Mgr.) then double click this icon & open. Shut down cptr. and restart and should work again!)

Good luck!

All of the other answers well noted, nicely documented, any of them might do the trick, however everyone failed to state the obvious, the drive itself might be damaged, of not functioning the way it should. Please don't get me wrong, I'm not saying it is damaged, I'm just stating another possibility. If all else fails (after trying the above) take in your machine, and have the cd/dvd rom looked at.

Are you working Vista? This occurred a pair of circumstances whilst i became working Vista, in spite of the shown fact that it hasn't occurred because of the fact that I upgraded to domicile windows 7. Do and information superhighway seek on "DVD rigidity is long gone" and choose from a style of fixes.

Perhaps the driver was unintentionally deleted. Or you probably reinstalled your OS.
Make life easier, just install Power DVD. If your drive has burning capability, just use Nero.
