Index of refraction of medium 2 is 1.22, it bends AWAY from the normal more.

As light velocity is higher in medium with n=1.22, then the angle of refraction is greater.

1 : 1.53=0.654
2: 1.22 =1.639

n1/n2=sine(A2)/sin(A1)

So I believe the larger is the ratio the bigger is the difference between the angle of incidence and angle of refraction and therefore the smaller is the bending away from the normal.
