The Germans created the first ballistic missile during ww2. It was called the v2. It wasn't a rocket designed to go into space, but it was the closest thing with the capability at the time.

Hi. Several people developed the liquid powered rocket engine. The 'space rocket' was developed mostly by German engineers. Some may have emigrated to the Philippines, but I don't know any names.
