Anything you do on the internet involves downloading.

When you surf - the pages you ask to view are "downloaded" to your computer. When you get email the emails you receive are "downloaded" to your computer. When you get a file from another computer (updates, videos, etc) you are downloading. So basically all traffic inbound to you are downloads.

Those broadband companies that charge for excessive bandwidth charge when you exceed what they think is a "Normal" amount of traffic. In many cases the limits they set are based on small users not the normal ones. Bandwidth is the most expensive item for an ISP they pay for it so they pass the charges to users.

Some do so with a fixed monthly rate and ignore the usage. If it were me I would find one that does not charge by bandwidth used if there is one available in your area. You then have a set rate.

Downloading: sending data from the internet to your own computer. Surfing: visiting websites.
Your bill can be high if you have a data-limit. This means that you probably have a maximum amount of data you may send over the internet per month, and if you cross that limit, you pay more. I'd advice you to switch to an unlimited service, where you just pay a fixed price, and not receive unpleasant surprises afterwards...

when you are connected to the internet-you are surfing the internet.
surfing leads to downloading of data from the server, operators charge for the download of data while surfing the internet.
its better to opt for a no limit internet connection in which you pay a fixed monthly charge no matter how much you download or else keep your net usage beyond the monthly/yearly data limit.
