Test for both ammonia and nitrites first and formost. Do any water changes necessary to get them down. Get Pima-fix, or another quality fungus med and treat with the maximum dose and according to instructions. Make sure you remove carbon from the filter (Oscars shouldn't have carbon in the filter in the first place). Hope for the best.

Problems like this are from something wrong in the aquarium - usually poor water quality. In the mean time, try to figure out what went wrong so it doesn't happen again. Do you do water changes often enough for an Oscar? Is he in a tank of 50 gallons or more? Is the filtration good enough? Anything else you can think of? Any tankmates?

Water quality should be considered, but this may be a bacterial condition called Columnaris which has a "fungusy" appearance. You can generally tell the difference because the fungus will have an irregular edge while Columnaris is more circular. See photos on this article: http://www.fishjunkies.com/Diseases/columnaris.php Fungus tends to have longer "strings" as well: http://www.fishjunkies.com/Diseases/fungus.php

The cloudy eye may also be a bacterial condition called popeye:http://www.fishjunkies.com/Diseases/popeye.php

A broad-spectrum antibiotic like Furanase will treat both.

I would suggest filling a new tank and giving it a couple days to get the ph levels correct and then put him in that tank. You may not have that much time but its worth a shot.It sounds like u have too much ammonia in ur tank.

Most likely your fish is dying.
I suggest taking him to your nearest Pet Store and getting them to check it out, to see if someone can provide anything to put in the tank to help him.
