Unfortunately, you are asking a question that no one can answer. I doubt very seriously, that ANY one person has had the luxury of operating EVERY motorcycle brand and model made, and very few have even riden more than a couple of models, so, to ask which is the best bike in the world is not a valid question, at least in this forum.
Most, if not all people are limited to what they can afford. I personally drive a Harley Davidson, and haven't had any problems with it. However, even though I ride a Harley, I can't afford the top of the line Custom vehicle operations motorcycles that Harley manufactures at $30-50,000, nor have I riden on a $28,000 Gold wing (Yes, the price is correct, since I just finished checking out the website of Honda). And those aren't the most expensive bikes in the world either, so no one who gives you any answer has the credentials to KNOW what the heck they are talking about.

I ride a Yamaha R1, and I think it's the best. I went to the bike show at the NEC last year and for the first time ever I came away without wanting a different bike to the one I own.
However if I lived in London instead of the Derbyshire peak district, then I'm pretty sure the R1 would get on my wick in no time.
Horses for courses eh.

Big Ste was right in my opinion - the Vicent would get my vote. I lust after one of those and have done all my adult life. I have two Ducatis and they are brilliant but you have to look at the history of biking overall and the Vincent would be the one for me.

'Best' is always gonna be a personal thing - everyone has their own idea of the 'best' bike ever.
But, according to the 2006 J.D. Power Consumer Survey (as seen on Top Gear), the best bike you can buy is a Victory.
