No. People aren't so stupid they can't remember their taxes from April to November. There's little to no evidence that tax decisions are currently ignored by voters - quite the opposite. Besides, politicians should be judged on more than just what the current tax rates are.

Politicians are already too inclined to game the tax system in harmful ways. In particular, they're quite fond of passing phony tax 'cuts' that, since they are accompanied by the same or even increased spending, really aren't tax cuts at all - just irresponsible transfers of the tax burden from current payers to future payers. Anything that encourages still more of this behavior is a bad idea.
