I agree with Spookyjimjams that the flower does look like a osteospermum, but this plant should be treated as an annual or indoor plant. The cultural requirements given for osteospermum are:
Grow at 60-65°F until established.
Then grow at:
- day temperatures of 50-70°F
- night temperatures of 40-60°F
Does this sound like a flower that could be grown across Kentucky? Not likely.
The Hardy Ice Plant (suggested by Spookyjimjams) is a hardy, summer blooming perennial that grows in Kentucky's zone 6 climate. The flower also looks very much like those in your picture. Key distinctions:
Summer blooming - Ice Plant

Looks like a variety of osteospermum. Or it could be a bed of rosea ice plant. The first two links are for osteospermum and the last two are for the rosea ice plant. The osteo has leaves whereas the ice plant has succulent-type fleshy leaves.
