Clouds are water vapour that are condensing and accumulating into bigger rain clouds until gravity takes over. When this happens rain occurs, when the temperature is to cold, then the water vapour forms solid water droplets called snow when it falls and then reaches the earth.
Simply it's water vapour accumulating.

Depending on elevation the clouds are either made up of water vapor or ice cystals. The high thin cirrus clouds are the ice crystals.
