are you sure its blood work and not donation? Alot of teens donate blood for extra cash.
Blood work is a pretty common procedure that just examines your blood, and possible diseases, current diseases, and etc. Also could be a volunteer in a experiment.

If the boy has some chronic medical condition that requires heavy duty monitoring, then this sound OK to this nurse; but if there's nothing medically wrong with the guy, then he should question the need for monthly blood tests. By the way, these tests are not cheap, no matter who pays for them.

blood work is not done willy nilly unless there is significant risk factors for developing a particular disease or if the person has something wrong with them in the first place. if the person is 100% healthy they need to ask their doctor why the tests and don't settle for "because you need them" if you are paying for the tests (ie. if you live in the states without medicare) you don't want to pay for something you don't need and a 16yr has a right to know.

if they have been into drugs and caught then they will have to have that done i had a brother that was into drugs in got caught and then they made him get his blood tested to make sure he wasn't back into it so that is the only reason i could think of...hope that can help

Maybe he has a condition that needs constant monitoring, but is healthy other than that.
