Great question!!!
In the Harry Potter series, chronology is always a tricky thing. As I understand it, PS/SS Chapter 2 begins in 1991, which is the year she began writing the series ( no coincidence there!).
Therefore, the action in the first chapter, that is the death of Lily and James and breaking of Voldemort, happened ten years earlier, that is in 1981. At that time, Harry was about15 months old. So his birth was in 1980.
Since Ginny is one year younger that Harry (established in PS/SS), her birthday is in 1981.
So the action of the series runs from 1991 to 1998 (assuming the last book chronicles one year, like the other have). That will make her 16 or 17 by the time the last chapter rolls around.

She's 26 NOW but the Harry Potter books are set in the 90's. Remember how, in the second book, Nearly Headless Nick invited the trio to his five hundredth deathday party and the date of his death was given on the cake to be in 1492? That meant Harry was twelve in 1992 and was therefore born in 1980.

That would be if you consider TODAY's time/year, but actually, considering the series is set around the 1990's, the first book is set around 1991, and Dumbledore is therefore killed around 1997, which would mean Ginny is still only about 16 in the most recent book, does that make more sense?

JKR didn't know she'd be writing the 7th book to be released in 2007 when she wrote the 1st novel. So she made it in her real time back then .... 1991 when Harry turned 11.
So she kept that time period, but her history was a bit off. Sometimes, the first day of school (Sept 1) was a Sunday. Dudley Dursley got Nintendo games for his birthday 2 years before they were invented. And in "The Other Minister" (HBP Chap1) they refered to ex-Prime Minister Margret Thatcher as "he".
But that is just understandable. JKR doesn't have to get all her Muggle facts right.

Harry Potter is set in the early 90's. I believe book one was '91 to '92, book two '92 to '93, etc.

in our time she is...but the harry potter story line takes place in the 90's...so yeah her character is the right age in harry potter...check out this website it tells you everything.
