Violence is the language of gangs. They tend to sow violence because it is the purpose for which these gangs are organized.

Your questions is coming out of bias. First determine the context of the term "outlaw". Outlaw motorcycle clubs get labeled, "gangs", by some paper pusher in some Attorney General's office. A better comparison would be prison gangs and police departments.
