It is illegal in most places, but, unless you get a specific complaint, the cops say nothing. Of course, there may be some small towns where they will arrest you, especially if the fire danger is high or, if you start a fire. You always risk that.
The penalty can range from the cops just taking them away from you up to jail or prison if you cause a fire and someone is seriously hurt or killed as a result. That could ruin your life.
Chances are though, if you use common sense, it will be cool.

Yes, of course. Every 4th of July, people in NY and NJ light off fireworks all over the place, even though they are "illegal" here.
As long as you don't have a huge stash, aren't trying to sell them out of the back of your car, or are under, say, 15 years of age, the police don't care. You might get a warning, that's about it.

I live in one of the states that allow all fireworks except the ones banned from the federal government back in 1966 (M-80, cherry bomb, silver salutes etc) There's way too much flash powder in those rendering them as explosives.
Are you referring to fireworks banned by the federal government??? They are not legally allowed in this country. Or are you referring to normally legal fireworks that are banned in your county or state? I need more detail.

Here where I live in Missouri we are always being told it is illegal to shoot fireworks on the 4th but people do it anyway.
The police will come out and talk to people but I don't think they ever arrest anyone.

Yes they do, in fact there is one clown that is calling himself goodstuff on here and is asking where to get illegal fireworks! but to finish answering your question, the police, sheriffs,and fire departments deal with handing out the punishment for those people that think that they are above the law and that the law doesn't apply to them because it is a holiday.
