There is no such guide. Seminaries are selected by several considerations, among which are:
Your denomination. Denominational seminaries prepare one best for ordination in that denomination.
Your politics. Some seminaries are very conservative, others very liberal. Some denominations have both conservative and liberal seminaries, so choose wisely.
Your long-term plans and academic and career interests. Some seminaries have combination MDiv/MSW degrees, MDiv/MEd degrees, etc. Do you plan to be a minister, a hospital chaplain, a religious educator? Then opt for the appropriate program.
The most academically prestigious seminaries are Union Theological Seminary in New York and Graduate Theological Union in CA. Union is interdenominational, and politically left. GTU is a consortium of several denominational seminaries (Unitarian, Presbyterian, Catholic, etc.), and is also politically left.
You will also want to consult the Association of Theological Schools website, which provides an exhaustive list of accredited seminaries that are respected within their denominations. http://www.ats.edu

I don't know if there is such a guide book. I do know of a couple of good seminaries, though, but of course it is going to depend on your own personal beliefs. A good non-denominational seminary is Gordon Conwell outside of Boston. Dallas Theological is a good Baptist school. The Masters college near L.A. is good but ultraconservative. There are lots of schools. Check with your pastor or denomination.
PS--Oh, and there is also Regent University in VA Beach, if you aren't scared away by Pat Robertson's reputation. He's one of those people that everyone either loves or hates. My son went to law school at Regent, and felt it was a wonderful experience. It is the only Christian law school in the country, and he got a great education and is now employed with a great Christian owned law firm.

They were very cheap years ago, not sure now. (Cheap compared to USA Schools). Also, they do offer some on-line courses. I not real up on this now, so, do your research.
