Can men pee and poop at the same time? I know women can but do guys need to stick their penis inside the toilet while seated, to poop and pee at the same time?

Yes, as a male of the species H. Sapiens Sapiens, I can confirm that boys pee and poop the same as girls do, and can do both at once...presumably you mean *simultaneously.*
As for simultaneously...that is quite rare outside of having diarrhoea and a full bladder at the same time, since the muscle groups work differently.
Edit: second question - no, no more than closing your fingers into a gently held fist.

i poop and pee at the same time! sure its not unusual. in the mornings i just unload everything at one time.poop and pee

Yes same... and furthermore a penis is surprisingly flexible when flaccid for example, a full 360 twist is no problems.... but try not to make a habit of it... the knob will fall off.
