I'm sure you have heard of "the belle of the ball": a "southern bell" is along the same line. The woman would ,of course, be from the south. she would be very feminine, but she would also be very strong and able to handle any situation if there were no one else there to do for her. A true lady lets the man handle a situation but as in the Civil War when there was no one else to handle things, the ladies took care of the situations themselves. A true "Southern Belle" can handle anything.

This is a wonderful term that means a true lady of the south.. soft spoken.. totally feminine.. and completely unashamed of her total dependence on men.. lol

now that sounded catty didn't it.. but for an unmarried girl from the south .. the ultimate goal is to marry well and have a perfect home and children.. in the most classy and costly way.. sheer frivolity

for the mature woman who is married with a home and children.. it means to be completely and totally asorbed with making her family the most comfortable and most sought after for entertaining and such..
she is careful of her speech, commanding in a quiet and thoughtful way... a hands on mother who never gets her hands dirty.. and always looks like she is never not put together

she makes things happen in her world.. and the men leave her to it.. she is a southern bell and will hear of nothing else but caring for visitors and never making them feel unwelcome or in the way.. even if they are.. she is in other words dear friend.. a total fake.. sorry but it is the truth..

a southern debutante is the way my sister-in-law told me. A young lady who can host a party, smile no matter the mood, always graceful, and somehow can smile as she stabs you in the back kind of thing. I do agree that the belle might have possibly orginated with the french in Louisanna. It sounds as plausible as anything else.
