Before you try to fix anything, go to the plumbing department in your local hardware store and ask for the blue dye tablets for testing for toilet leaks. Most hardware stores will give you a couple free. Drop one of these in the toilet tank and DO NOT flush for a while. Watch what happens in the bowl, if blue colour appears in the bowl you have a leak. It can be a surprising amount and can put your water bill up quite a bit.
From what you say, my best guess is that the float needs adjusted. Have a look in the tank - you will see an open pipe sticking up, usually about 1" in diameter. There should be a small tube pointing down this pipe. If the water level in the tank is higher than the top of the pipe this is your problem.
If you have the type with a large ball on the end of a rod floating in the tank - unscrew the ball from the rod a little or unscrew the rod from the tower a little of both - that will lower the float in the water. If there is not enough thread on the rod to unscrew the parts far enough to solve the problem then bend the rod down just a tad.
If you have the kind with no ball, the the float is usually that fat light gray part round the tower. Take the lid of and flush - watch for the part that drops with the water level then adjust it so it sits lower.
In either case - having made an adjustment, flush the toilet and see where the new level is. The correct level when tank is full is about a quarter of an inch below the top of the open pipe I mentioned at the beginning.

Adjust the the water level. The screw adjustment should be there next to where the water seeps in back of toilet. Or bend the metal part holding the ball down some. Check the base of toilet bowl box, to make sure the outlet cap has a good seal. It might be seeping water slowly. Cheaper to fix those items.. If it does not work , better get a new toilet, they have some real new better built ones , in the last few years. Very modern toilets.

It may be the tank level too high or the float valve is passing and the overflow tube is making it look like it is not from the tank but the bowl. Remove the tank cover, there should be a hose or a thin tube in a overflow tube(it is usually in the center and goes up about 2/3 the height of The tank ) get a flashlite and look in if you see water running If it is you may need to adjust the tank lower or replace the float valve.

You can replace the valve and the flapper. The new flush valve has integrated floater therefore do not have the old extended floating ball. These parts are available at the hardware store such as Home Depot or Lowe's and quite easy to install. Just shut off the water at the supply line at the wall and drain the tank first.

It sounds like the flapper needs to be replaced.
Take the tank lid off and flush the toilet. The handle is connected to a chain which in turn is connected to the flapper.
The flapper is a few dollars at your local home improvement store.
Be sure to turn the water off to the toilet before you replace it. The shut off is generally located on the left side of the toilet on the wall.

This happened to me also..I first replaced the flapper which did not work, so I removed the tank from the bowl and found the rubber gasket between them was leaking. This is pretty easy since there are only 2 bolts holding them together.

Sounds like it might be leaking around the "flapper" device. Its the flapper valve that opens and closes when you flush the toliet.
Shut your water off to the toliet, flush the toliet, wipe something around the rim of the flapper (with it up) and then turn your water back on.
See what you got then.

Some one has problay hooked it up the the hot water instead of the hot water. If you want to fix it you can do it yourself or hire a plummer and it would be smarter.

your bowel is running? lol i think you mean bowl. check your stopper in the tank. it may be getting caught on something or may need to be replaced.
