How full should my 3-gallon tank be? It's about 10 x 10 x 6 in... It's a stupid question, I know, but my mother thinks that I should check so I don't mess up our tank.

Inside the top there is a little lip that is there to support the hood or top. Fill your tank to just below that lip.

fill it up to about a inch and a half from the top rim but make sure you place rocks and such in first and boil every thing before you add it in the tank as to not introduce disease into the the tank, and let the water run over night before adding fish make sure you place the filter in over night also and let it run... and place the air stone in the tank connected to the air pump to make sure the water get aerated before adding fish

Depends on your set-up... Assuming u have fresh water, common fish, you'll be safe filling it to around 3 inches from the top.
