Ideally, buy a new computer. Ideally, that new computer should be an Apple. Considering that XP is no longer sold on new computers, and Vista is very slow, and very few people like it, you will be happier with Mac OS X.
If the budget isn't there, you need to buy a new PSU. There are lots of guides. Google your computer's model, ie "Replace PSU Dell Dimension GX270" or "Power Supply install Dimension GX270" (or whatever the model number is).

Contact Dell for a replacement. It will probably cost between 50-100 for a replacement. If they want any more than that, buy a new computer.

Don't buy a new computer...that's ludicrous. You can get a power supply for about $30. You unplug the old one, and plug in the new...really easy.

If you are looking to replace it they are not expencive. I had to do that once. Just remove it from the computer and take it to a computer store such as Circuit City to find the replacement part needed.
