When it starts up it ask for password. I want to set it up for the kids. I have a windows 98 cd to put on it

Since the Windows 98 CD is not bootable, you'll have to create a Windows 98 Boot Floppy with CD ROM support.
You'll need access to a machine with Windows 98 to create the floppy. Or download the files from the internet and copy it to a fresh bootable diskette.

There is a program you can download at the IOLO website. They give you a free 30 day trial use. One of its programs is a wiping program. It completely erases the hard drive. Then you can reformat it with the Win 98 CD.

You should probably wipe the whole thing and start fresh, maybe even reinstall Windows. Do you know anyone who knows a little about computers and could help you? You need to wipe the hard drive.
