I assume she is an adult. Does she have a drug problem?

Did you ever get paid back for the money that was stolen from your account? Tell her next time she steals from you, you will file a criminal complaint against her and then do it if she does. I assume you are living with your parents who seem to be enabling her behavior.

Lock up the keyboard and mouse and the entire computer. Do not leave any valuables around. If anyone asks tell them your sister steals from you and others and can not be trusted.

To store passwords use Roboform. It is expensive but worth it. Much cheaper than having your accounts stolen.

TrueCrypt (free)
http://www.download.com/TrueCrypt/3000-2092_4-10628214.html?tag=lst-0-1
http://sourceforge.net/projects/truecrypt
On-the-fly encryption software which can create a virtual encrypted disk within a file and mount it as a real disk. It can also encrypt a hard disk partition or storage device, such as USB FLASH DRIVE. Moreover, TrueCrypt supports plausible deniability.

TrueCrypt provides two levels of plausible deniability, in case an adversary forces you to reveal the password: a hidden volume (steganography- more information may be found here); no TrueCrypt volume can be identified (volumes cannot be distinguished from random data). TrueCrypt uses encryption algorithms AES-256, Blowfish (448-bit key), CAST5, Serpent, Triple DES, and Twofish. It is based on Encryption for the Masses (E4M) 2.02a, conceived in 1997.

Restricting access to your computer:

Most computers allow creating a BIOS password. Without a password your DVD/CD or floppy drives can not be used to boot the computer or reinstall Windows, bypassing all your Windows passwords. It also prevents the hard drives from being used, preventing entering Windows “safe mode” which can be used to modify your passwords.
The bios password can often be easily defeated.

Restricting Internet Access

Your internet service provider probably provides a method to control access to the internet. I have ATT they have parental controls to limit access. Each user can have a separate account. A master password is required to change settings. Settings allow selecting for each user: Allowed times during the day; maximum hours of use; set ratings for types of content allowed to be viewed.

I am not recommending this software, but it pages clearly show setting up internet profiles and customizing the restrictions.

Go to download.com and do a search for 'visual time analyzer'. You can install it on your computer and hide it so others can't find it. Even when you do a scan with Norton or a spyware program. The only way to get into is with a password. I have it on my laptop and used to have it on the desktop as well.

It would be a good idea to get all of your personal info such as your debit card# of your computer and keep your cards with you at all times.

You can also go online to your bank account to keep track of all cash withdrawls made by your debit card.

Easiest way is to look at the History (on IE it's the clock with the backward arrow); this will show you what sites your computer has visited today; yesterday... up to two weeks ago.
