If I were to buy a Verizon locked Chocolate phone that was someone else's, could I use it if I have Verizon? I noticed on those there are no SIM cards, so that's why I am asking. If there is no SIM how could I, or could I use it under a different number?

u better call and check the ESN on anything u buy from someone because if its blocked u cant activate it until its cleared. and if u its cleared u just take it to the store and have them swap out the esn to ur number. or u can do it urself online through ur account

You have to be careful if you buy someone's phone. You have to make sure that his or her phone doesn't have a outstanding balance on that Verizon account. Plus also you have to contact your friend and ask him or her to make sure that he releases the ESN number on the phone and tell Verizon Customer Care that he will be giving the phone away to you otherwise that phone is still registered to him or her.

Once this is done, then that phone could be given to you in a safe manner and you can use it.
