every time you visit a website you leave your IP address and also the IP address of your service provider this one never changes.

now yes you get a new IP address every time you log on to your service provider, but that is logged the time you logged on and the ip address number.

now lets say you broke the law in some way... what happens is you visit a web site you leave your IP address and the IP address of your ISP. now the law want to know your real name and address they take the two ip addresses from the website you have visited, contact your ISP and ask who was using that number at that time, the ISP would look at their log and tell the police it was you...

a good example of how things work is bring up a e-mail sent to you... scroll to the bottom of the page and click on full headers

you will see who sent the mail to you... their IP address. the IP address of their ISP. what rout it took, what mail server it went to. times and date stamps

so remember you can be traced on anything and everything you do.. while online

When ever server refresh then it update the IP address with new ones. Every server has their own ways to keep track of these IPs. For example if you are downloading files from rapidshare or other sharing files, they allow certain file download within specific time, they block you by tracking your IP.
There is two IPs when you connect Internet in an organization. One is internal IP in form of 192.168.-.- . Other IP is which appears outside of your organization network called as WAN IP.
