I guess you could say that, since it isn't allowed in the rules of baseball. Reaching first base on a dropped third strike is NOT stealing the base.
Actually, 'stealing' the base sounds kind of like something Lou Piniella would do if he's upset with a call.

It's been a while since I last played baseball but I don't think you can steal first base.
