The programs themselves are perfectly legal.
You can NOT get arrested for using them to download songs.

You CAN GET ARRESTED for ALLOWING OTHERS to get songs from YOU though (so turn off the 'sharing feature').
But if no one shares, there will be nothing you want when you search for it. It's best to just buy the songs you really like and discover new music through other means. When I hear a song I really like and want but can't afford, then first I go to the band or artist's 'official' websites and, 75% of the time, they'll let you download them for free :-) If not, then I search net portals (i.e. yahoo, msn, aol, etc...) because they're always offering free music and I'm talking thousands of sites! So there's no reason to download using Limewire when you can most likely get it 'free' AND LEGAL! You just gotta be patient enough to search ;-) The only time I use Limewire is when I need to hear a real old song that just isn't available for purchase anywhere. Just be sure to Rightclick and SCAN the song for viruses BEFORE you play it or click on it and you'll be safe from viruses too... :-)

i use frostwire its like limewire but a lot faster and is not illegal

no they are illegal and technically you could be charged if you get caught downloading. i still use them though haha
