It really depends on your race. Blacks and Caucasians are known to have big penises (averages around 6 inches for adults) So do not compare yourself with them. Usually the penis size becomes permanent around the age of 18. Though some still grow up to the age of 20.

WEll the average for sexual maturity in a young male ranges from 10-22 yrs of age.
What can be done?
Make sure you eat a balanced diet that includes the foods that give you the mineral Zinc. "Zinc is involved in hormone activities especially connected with (male) reproductive glands" (28). A deficiency in the mineral Zinc has been linked to delayed growth and sexual development in teenage boys!
Foods that have zinc: Cheese; meat; wholemeal bread; fish/shellfish; mung beans; lentils; milk; pumpkin seeds; sunflower seeds. Recommended zinc intake - 15mg/day. Don't go above this amount if you decide to take zinc tablets or you'll cause more problems than you solve. Check with your doctor!
Finally, have a physical checkup with your doctor to make sure all is well with your body if you are worried about delayed puberty.

Im sorry to let you know this but some people just have a small penis. It may grow it may not. It is all genetic. Some people have a big penis, or a small penis, or a long nut sack, or large testicles, or small testicles. Their is nothing you can do about it.

It will grow. Very few men are satisfied with the length of their penis, but most women are satisfied with the size of the penis of their partner—they may not be satisfied with the size of their breasts. When you get old enough, learn how to satisfy your woman, and it doesn't matter how large your penis is..

I think you already asked this question before, and Im going to have to say the same answer I gave last time.
Its all in genetics when it comes down to your hair color, height, skin color, basically anything that makes you YOU. If you really want to know, ask your dad how big his is, that will be a good indicator.

I am fifteen and my penis is very big. Well there is penis enlargement and size doesn't matter that much to girls anyway, cuz if its too big it hurts... Don't listen too that other guy, your penis is definitly not fully grown at fifteen, it stops around 20
