Dig it out all of it all the roots and burn them, rotivate the soil and put plenty of manure into the soil prior to turfing it.
Now is not a good time to lay turf (unless you want to keep having to replace scorched grass).September would be better.
As a temporary measure you could put slabs or black polythene sheeting over the area where the rhubarb was.

send it to me! lol... tee hee hee. But seriously, It depends on where it's planted? You will need to find the leader root and dig, dig, dig til you get it all. It can be veeeeeeeeery long! a couple of feet even! You could also go to the hardware store and get the stuff that kills anything green... ask the manager or whoever. I'm sure they would be very helpful.

Spray bleach on it and it will die fast. Then dig the rest of it up. If that don't work get side walk salt and dump large amount of it all over the plant then water. After it is gone dig the salt up and put new soil in that spot.

Eat it! Or sell it - sticks of rhubarb cost a fortune in the supermarkets. I wish I had one.

dig out the crown (roots) get all you can see, then turn the soil over around it to make sure that it hasn't seeded. I would also offer these to anyone who wants them!
they aren't that hard to remove

Place black plastic on the plant after you cut it all down, this should work leave this on the plants for a good month.

Eat it!! Cut id down to ground level, then cover with plastic etc, this will stop the light gettin to it so it cant grow!!
