R-you can catch him in the ruins of Solceon along with the others or you can trade it over from Fire red or leaf green.

! and ?-you can only get them after catching all 26 unowns. Then return to the hiker between veilstone and Pastoria city (lake area). Talk to him and the new cave will be opened and you'll be free to catch the ! and ? unown.

No.if your looking for them there only avalable when the miner guy at route 214 when fineshes mining a cave.
