Assuming the current moron doesn't count, and he shouldn't, I have to go all the way back to Coolidge to find a candidate (Hoover gets blamed for a lot of things, but being dumb isn't one of them). Behind him you have to excuse Harding, as mostly he didn't care about being president; that doesn't make him dumb. Woodrow Wilson in his second term was a virtual idiot; in the latter part he was a true idiot. I can't really forgive him for the worst civil-liberty abuses in the nation's history, but he was after all President of Princeton, so dumb, that's hard to say. You need to understand, though, that I have no respect for titles.
It's so easy to name the five presidents who preceded the War Between the States, or the five who followed it, but neither is fair if we're talking intelligence, as all had to contend with enormous political pressure.
My choice: professor or not, Woodrow Wilson, second term.

Something happened to W. If you look at or listen to his recorded speeches from his days as gov. of Texas, he was much more articulate and lucid, and thoughtful.
