I want to overclock the Intel core 2 duo e6700 (2.66ghz) but I don't really know what the safe range of ghz is. can anyone tell me?
how do you overclock to that ghz?

I bet that thing could overclock up to 4.0Ghz on an Asus motherboard. Look at what my idols are doing on the E6600:

Take note that if you want to be on the safe side:
1. Stay within or close to stock voltages. You will never toast anything there, GUARANTEED.
2. COOLING is the key to great overclocks. Install a Thermalright Ultra 90 or 120 heatsink. Scythe's Infinity and Ninja are also good.

intels are great for overclocking, i bet you could get that at over 3GHz with no problem, just make sure you have good cooling on it.

To overclock go into the bios

i can't say there is a "safe" speed but there is safe temperature. make sure that your computer doesn't heat up over 40C idle and you'll be fine. it should overclok to about 3.15GHz very safely though
