well they have to tell you or you just wouldnt know what they were changed too. If you mean consult you then they should but its up to the employer and the needs of the business.
Depends on if the hours are considered unreasonable.

As you can see from the variety of answers, it all depends on how you read your question (we assume you mean without -consulting- the employee) as well as in which country/state you live and work (and beyond that, whether or not there is a union contract in place.)
Assuming you live in the US and there is no union contract, employment is at will. That means either of you can change the ground rules at any time; however, either of you can also walk away from the arrangement at any time if things aren't satisfactory.
So, does your employer have the RIGHT? Impossible to answer with the amount of information you've given, but highly likely if you're in the US.

Most employees are considered "at will" which means that employers have the right to do whatever they want (unless if violates law such as sexual discrimation, etc.). Changing your hours does not violate the law so yes.. they have a right to do that. It just makes them a bad employer.

Yes, they do have the right to change the hours because it depends on the needs of the business. Let's say you work at the bank as a teller and you can't accommodate Weekday Afternoons and Saturday which is the busiest time for the branch, then it affects the customers because you're not accommodating their needs.....

Employers have the right to pretty much do anything they want as long as they do not break any Federal or State laws. Your particular case it is perfectly fine to do with no care if whether the employee can do those hours or not. Sucks? Hell yeah. But who said the majority of bosses were kind or cared? Unless you are union you have no remedies unfortunately.

Without telling you? How could they? You wouldn't know to be there for the new hours.
If your question is really do they have to ask you if it's OK with you, no they don't. If your hours are changed and you don't like it, you have the right to quit and look for another job.

Read your employee handbook or whatever is posted by the manager about your hours. Sometimes, the employer has already laid out the rules but employees forget what they agreed to.

Nope. They must give written notice (detailed in your statement of particulars). If, once they give notice to terminate your current contract, you do not wish to accept the new one, you can take them to an industrial tribunal.
