I read somewhere that you can find the legendary dogs on Pokemon Diamond (and not through trading or the Park). Do I need to unlock or do something before they start appearing?

No, the only Pokemon that Roam are Cresselia and Mesprit. The Legendaries from the past games have to be transferred.

no you can't catch suicune, raikou, or entei in diamond you need to migrate them from previous games
