The House of Representatives is half of congress if you count the number of chambers (House and Senate), or about 6/7 of the number of members of congress. Congress is both the House and Senate, composed of 100 Senators and about 540 members of The House of Representatives.

Congress is divided between the House of Representatives and the Senate. The term Congressman refers to a member of the House, though.
