I've unscrewed them for a long time and there is progress but they just won't come out. Any ideas? I need to change the washers because they leak.

When you do get them out, after drilling or cutting with a hacksaw below the nut, replace with stainless steel and do not overtighten. This way, the next time you have to do this, they won't have corroded so badly.

The easiest way I have found to remove stubborn tank bolts is to drill them out from inside the tank.
Carefully start with an 1/8" drill and drill a hole in the middle of the screw about a 1/2" deep and gradually increase the drill size until the screw head falls off.
You will obviously need to buy new tank bolts and washers, but any good hardware store carries and this way is safer for your porcelain.

You may have stripped the threads on the screws. Try grabbing one end of the screw with pliers and pulling. See if that helps to remove it at least. You can then purchase some new screws at the hardware store.

There should be a slotted head inside the tank that you need to hold or turn while putting a wrench on the nut.

It may be that they are too rusty and may need to be cut off. Then you will need new screws and washers.

find a friend with a dremel moto tool or similar device and cut them off.
