The poor, unfortunate Rodian named Greedo. He gets roughly thirty seconds of screen time (not counting his cameo in Phantom Menace), yet gets a whole debate and a T-shirt dedicated to him. (Who shot first? Han or Greedo?)
That's about the only obscure person that I found interesting, though supposedly Mara Jade is in ROTJ during the Sail Barge scenes. She's hardly obscure, however.

I also like Admiral Ackbar, the newt-like commander of the rebel star fleet. He's quite cool.

Has to be Sifo-Dyas.
Sifo-Dyas is a fictional character in the Star Wars universe, created for Star Wars Episode II: Attack of the Clones. He is only alluded to in the Star Wars prequel films, but appears as a character in Expanded Universe material.
Sifo-Dyas is first mentioned in Attack of the Clones as a Jedi Master mysteriously involved in the creation of an army of clone troopers on the planet Kamino. The Kaminoan prime minister, Lama Su, informs Obi-Wan Kenobi that Sifo-Dyas placed an order for the clone army at the request of the Galactic Senate in order to defend the Republic. The Jedi Council is not aware of the order until Kenobi informs them of it after he meets with the Kaminoans.
According to the novel Labyrinth of Evil, Sifo-Dyas is a friend of Jedi Master Count Dooku, who shares his belief that the Jedi Order had grown corrupt and shamed itself by serving a corrupt Senate. Dooku, upon beginning his training as Sith Lord Darth Tyranus, is told by his master Darth Sidious that Dyas had placed the order for the Clone Army in secret. Sidious orders Dooku to murder him and erase Kamino from the Jedi Archives before leaving the Jedi Order.
Three official books (Revenge of the Sith picture/storybook, Revenge of the Sith Scrapbook, and Galactic Crisis) reveal that Supreme Chancellor Palpatine secretly sends Sifo-Dyas to Kamino to place the order for the clone army. Starwars.com also states that Palpatine, who is in truth Sidious, masterminded the Clone Wars from its very inception, having arranged the clone army's creation through the "dead-end front" of Sifo-Dyas.
In Star Wars: Visionaries ( a non-canon work), Sifo-Dyas is shown to be a Caucasian man with a small, brown goatee. Also in Visionaries, it is suggested that Sifo-Dyas' blood was used in General Grievous' blood transfusion
Why so cool , He has a major part to play yet remains shrouded in myth and remains completely unseen in any of the movies therefore is completely open for us to imagine a really cool character
