how do i publish a picture at google.com.ph?

No different to any other Google site.
You do not publish pictures as such, you have pictures on your website with the appropriate tags and keywords, then when someone searches images your picture will appear.
You need an indexed website to accomplish this.

Try and go to "english" part of Google PH, and find where you can publish a photo to google.
Unless you can't read english...
