It is called CardCaptors Sakura in which the main heroine is Sakura, Sakura's task is to collect all the Clow Cards she left out by mistake. The second part of the show is about Sakura making the Clow Cards into Sakura Cards. Cardcaptors is the butchered attempt of WB to make CCS a kids show and putting a heavy emphasis on Sakura and Syoran, in other words, making them a team.

Tsubasa: Reservoir Chronicles is more like a giant Clamp Universe crossover. You will see many people from Rayearth, Clamp Detectives, XXXHolic, Chobits, X tv and many many more. The main characters are the same as in CCsakura but they are older versions of them and in an alternate world. It is hinted they are the same in soul but different in spirit. In this case, the show is more about Syoran trying to get all of Sakura's memories (feathers) rather than Sakura.

You can watch anyone of them in any order since they don't share a plot, but I would suggest you to start with CCsakura to understand much better all the relationships.
Watching Tsubasa is a hard task because of the cameos characters do.

Cardcaptors is the English version of Cardcaptor Sakura. Tsubasa Chronicles is a crossover of most of the CLAMP books. 2 of the main characters are from Cardcaptor Sakura (Syaron and Sakura), and it deals with getting Sakura's memories back, but to you can start on either one, because the story plots are different, it's just that the characters are, in a sense, recycled.
Here is a list of the different CLAMP animes/mangas used
-Cardcaptor Sakura
-xxxHolic
-Chobits

CardCaptors is the English dubbed version of CardCaptor Sakura. The Tsubasa Chronicles is another anime that has crossover characters [Sakura and Syaoran] from CardCaptor Sakura but I don't think it's actually a part of CardCaptor Sakura.

1. It is Card Captor Sakura

2. Tsubasa Chronicles have nothing to do with Card Captor Sakura, but they do have some similarities. They both are made by CLAMP, the characters are kinda the same (Main character: Sakura, Shouran. Sakura's brother is Touya and so on.) You can find more information in http://en.wikipedia.org/wiki/Tsubasa:_Reservoir_Chronicle

Everyone has pretty much answered your question.

Start with Card Captor Sakura and if you like it or not still try Tsubasa Chronicles. I don't like CCS, but I love Tsubasa. It doesn't matter which one you watch first. The characters act fairly different from their original origins.

the characters in both cardcapter sakura and tsubasa chronicle r the same/similar, but cardcapter is the child version of the character and the tsubasa is when they grow up
BUT the story of them r TOTALLY DIFFERENT so it doesnt really matter which one u start on, it is not like if u dont watch cardcaptor then u dunno what is it talk about in tsubasa, but i start on cardcaptor sakura and it is really sucks that the stories r not related since they have the same character in there
