The number 7 was very significant in ancient Greece. There were 7 days in a week and 7 wonders of the world, among other things. The number was not selected by accident. In fact, others might have preferred a longer list than 7, but they had to pick and choose what made the top 7, and not all lists were the same.

7 means or equals perfection, completion, and the absolute, so that is probably why they chose 7 verses 10 or some other number.
