Ceramic covers wide variety of materials. If you had the right materials and a good kiln you could probably make your own.

The American Indians managed to make ceramic jugs from available clays and homemade kilns. You should be able to make crude tiles with simple clays and a modern kiln. Or you can buy the dry powder and do some experimenting. Talk to your local highschool art teacher. If you just want to do the art on the tile, I believe you can buy tiles in the Bisque (spelling) state of firing that can be decorated, glazed and then high fired to a ceramic state.
