He isn't running, but yes, he is the best qualified man in the country.
He's best qualified because he's been right, over and over again, on key issues and policies, often years before anyone else. Gore held the first hearings on climate change, dating back to decades ago, before even most professional scientists were alert to the threat. It was Gore who shepherded money for the early development of the internet, back when the only sites on the whole net were a handful of universities. Gore was right when he supported the use of force in the first Gulf War in 1991 and right when he opposed Bush's war in 2002. Gore played roles in many initiatives during the Clinton administration that changed policies in small ways most people don't notice immediately, but made government far more effective in doing its job. During the late 90's, surveys in disaster area showed over 90% of those affected by disasters were satisfied with FEMA's response - about the same amount that are angry now that Bush has taken over.
Gore's critics love to mock him for being 'the smartest guy in the room'. Yes, he usually is - he definitely is, by a large margin, when he's holding a press conference for the same beltway media morons who make fun of him for it. And they know that too - that's why they hate him. We tried giving the job to the dumb guy that the media loves in 2000. Everybody now knows how that turned out. We couldn't do any better in 2008 than the smart guy the media hates.

Um, he is not. As Vice President he and President Clinton did not really accomplish very much. Poll driven politics in a complete and total absence of leadership.
Lets see if anyone can answer this statement without resorting to name calling. I doubt it, though...
