Hi. Well it is not Mount Everest obviously. Too obvious. You would discount the Moon's surface even if is was scraped off by a collision as some theories propose. I will jump to the premise of a spacecraft and say one of the Pioneer ships. Or maybe Quito? http://www.ecuadoriantoursgye.com.ec/quito.htm
"Mt. Chimborazo is in the Central Andes, near the city of Riobamba. It is the highest mountain in Ecuador with a snow capped peak and the highest point on the Earth. Its position on the Equator's center makes it the furthest point from the center of Earth." But I don't know if the thickness of the atmosphere bulges at the equator as well. That would make space further away!

Mt Chimborazo in Ecuador.

Since Ecuador stands on the equator it means that though the mountain is not as high as Everest......in practice the equatorial bulge of the Earth actually means it's peak is 3219 meters further from the center of the Earth than the peak of Everest.

At the south pole during northern hemisphere winter. As the atmosphere thins near the poles due to rotational forces "outer space" (beyond the earth's atmosphere) comes closer to the earth than anywhere else on the planet.

The highest point should be closer to outer space and that would be Mt. Everest. If you have a different answer, I would be glad to know that.

The highest ozone or stratospheric layer, of/in the Earth's atmosphere (I've included ozones, because they are a type of hole in the atmosphere.).
