it is a diplomant hob i have tried turning it off at the power point but when i turn it back on the one ring comes on on its own

You cant it will be the control module that has the fault, and that will require the unit replacing, not a cheap job, get a price for the repair, then check how much it will cost to put a new hobb would be your best option

The control knob/stat unit for that ring will have to be replaced.
