We are using the plastic bird netting that is used to cover trees. The racoons appearently don't like it, you can get tangled in it, and it has worked for us.

There is only one solution I am aware of that works. You need an infrared motion sensor and a strobe light. Aim the motion sensor at the pond, and plug in the strobe light. Raccoons hate the strobe, (your fish are probably aggravated as well, so aim it above the water). The raccoons will learn not to visit your pond, or how to chew through the wires. Either way they won't come back.

My brother uses screen that you use on screen doors.
