Is it normal that mine is very coarse and dry?

It is absolutely normal.
Females get hair on their genitals, slight hair on breasts, and sometimes on the stomach if you look close enough.
If you don't like this hair, you can wax, shave or use a hair removal cream. Follow all the directions on the packet you are using and make sure it's for the hair you want removing.

Yes, everyone's hair down there is coarse and dry. Maybe if you shampoo it everyday, put smoothing serum and then style it with some gel it'll be nice and smooth (just a joke!!!). It is perfectly normal.
As for where hair is supposed to grow, well most women get hair above the vagina stretching to the sides of each thigh, on and around the vaginal lips, and down around the anus. It is also normal for the hair to extends to your thighs, belly button (the love trail...), and/or around your nipples.
If it bothers you (which in this hair hating culture it probably does or will), you have a lot of methods to choose from-- shaving, plucking, waxing, rotary epilators, depilatory creams, laser hair removal, electrolysis.

You don't say how old you are, but I would caution against shaving or getting rid of your pubic hair at a young age. If it is course and grows wildly, you might use small scissors to trim away some of it and cut it down, but don't start putting hair removal junk there. You can hurt yourself more if you don't know what you are doing. As for the courseness, when you get out of your shower, use some baby oil or other body moisterizer to soften the hairs.

That is very normal.... Yea there is hair down there to keep the bacteria out of the vaginal area.... It traps some of the bacteria... And you are normal mine and everyother girl on the world's is like that..... Hope it helped...
