Because both times he captain, his play suffered. Last time in '99, they went 0-3 in tests and 1-7 in ODI against Australia. He resigned and he started to play well again. If it ain't broke, don't fix it.

Playing cricket as a batsmen is different. As a batsman the responsiblitiy is just to bat nicely and score runs maybe a hundred or two hundred.
But as a cricket team captain the responsibility is everything. For anything and everything the captain only will have to answer all. Also, a captain needs talent in many fields like field placements, taking the risk and do the batting declarations at the right time, making effective bowling changes, changing the batting orders, inspiring all the team members to perfom well, understanding the emotions of different players, taking the responsibilities, timely captains innings to save from the jaws of defeat to victory position, play as a trump card innings etc.
Sachin Tendulkar is known well as a World's No.1 batsmen rather than captain of Indian cricket team.

Please be more careful with your spellings. The correct spellings in your question should be "captain" and not "caption", "pressure" not "presser" and "accept" not "accepect".
Accept it or not, Sachin Ramesh Tendulkar is well past his prime. He is no longer the batsman that he used to be. That was the reason for which he was dropped from the one day squad that played in the just concluded series against Bangladesh. Of late he is suffering from injuries quite frequently. A man who his struggling with his form and having fitness problems over a long drawn period and who is currently gradually making way for others in the side can hardly be considered for captaincy. In fact a lot of veterans believe that Sachin's days in the Indian cricket team, test or one dayers, are numbered. If Rahul Dravid is removed from captaincy, someone younger should replace him. Sachin has already served as captain once and India didn't perform very well under his captaincy. Besides, the responsibility and burden of captaincy might diminish his performance even further. So, that is beneficial to Sachin in a way.

Sachin was not at all successful as a Captain when he had captained Indian Team and he had resigned from captaincy. In view of the above and also considering his poor form or late there was no point in offering captaincy to him.

Because after capataing India back in the past, Sachin made clear that he dosent't want to be Indian captain, he just want to concerate on cricket purely as a player.

He is too old. He should think in terms of retirement and making way for younger players.
