Are there any "No Parking" signs on your street? If so then you can call the cops and ask for the vehicle to be towed.
If there aren't any "No Parking" signs, then all you can do is just ask your neighbor to find a different place to park.

All road users are entitled to park next to the highway, observing yellow lines, parking zones etc... The area outside people homes do not belong to them or their neighbours. Anyone is entitled to park there. Obviously they can't block a right of access to a garage/drive etc...
It just boils down to being well mannered and civil to let house holders park close to their home, although not a legal requirement.
So don't tell your neighbour to move but on the occasion where you need to load or unload the car with a lot of items, politely ask your neighbour if they wouldn't mind moving the car on that occasion.
It's give and take. I have a friend who can't park on the road because of a skip as they're getting an extension built. The neighbours about are being assholes about parking outside theirs (everyone has a drive). Just as well it ain't me in my friend shoes because I would have punched their eyeballs in.

If you have a drop kerb, allowing access to your land, then you have a right to access being kept clear. Quite how you ensure that it is kept clear, I am unsure of.
Either way, four 6 inch nails carefully placed against the rear of the front tyres, and the front of the rear tyres, will ensure the ignorant driver has at least 2 punctures, whether they drive away, or reverse first.
I know it's trivial, and childish, and shouldn't be condoned, but since all cars only have one spare tyre, it is sort satisfying knowing that they will have a headache sorting it out. And, of course, if that happened every week, they would obviously decide to park elsewhere eventually.

Unless you ahve a driveway, and your neighbour has parked beside it which means you cannot get your car out then yeah you can call the police and they can ask or enforce them to move,,
If not then I'm sorry unless it states reserved on it you cannot dictate to anyone where they can and cannot park x

In most areas these parking places are open to anyone. There usually are restrictions on how long a vehicle can be left in one place. So, for example, if your neighbor is parking their motorhome for months at a time, you can probably ask the police to cite them. Otherwise, there's probably not a lot you can do. It's usually a good idea to build good relations with your neighbors so issues like this can be resolved in a friendly way.

if its a public road, then everyone has the right to park there unless there are any restrictions.
Just because its outside your front door does not mean you have any more right than anyone else unfortunately.

Unless he is parking over your drive you cannot tell him to move. You have no right to park outside your house on a public highway.

If they are blocking your driveway, you can call the police. Other than that, the property in the street belongs to the city.
