Yes you can. It's not only convenient - it's free! You can use the bus or take the monorail if you park at the hotels that have one to the parks (the Polynesian and the Contemporary). They have security people at the parking lot entrance who will ask you what you're doing there, so you just have to tell them you are going in for something to eat.
If you are going to EPCOT, the Yacht and Beach club is close enough to walk to the back entrance of the park.
There are so many guests at Disney Hotels, that you can park there without being detected, using the buses, the monorails, the hotel parking, etc, just as if you were a hotel guest.

YES! You are being clever! At most Disney hotels, such as the Grand Flordian, Contempary, Yacht and Beach Club, and Wilderness Lodge, there is an optain for self-parking. There will probably be a guard at the entrance, just tell them you are there to have dinner and they will wave you through. As for the public transportation, again you can self-park and ride the bus. This is free. All buses at Disney are free. But the buses take forever to come! They stop at every hotel before the theme park! So, it depends if you are in a rush or not because there is a line usually too! HAVE FUN!

We just came back from Orlando last week and we stayed in the Pop Century WDW resort. I agree with the other answers. It will be easy getting in the parking lot of any resort. The buses don't take very long, they come every 20 minutes or so for each park. We did find out that coming back on the bus from MGM at closing time after the Fantasmic show was a nightmare. We waited for 1 1/2 hours in line to get back to the resort! At MK it is so much better to have the bus transportation, otherwise you have to wait in line for transportation to your car via boat or monorail. Hope this helps! Have a blast!!

If you are staying offsite you are not supposed to use Disney transportation. This is one of the benefits for guests staying at one of Disney's resorts. However, a lot of people do use it, even when staying onsite. Technically each passenger is supposed to show their room key in order to get on the bus, but this rarely happens.
Unfortunately a lot of people do use the transportation, even when they are not staying at Disney. It crowds the buses and makes the guests paying for these benefits have a harder time. I would say most people that do it don't get caught.
You are allowed to go into other resorts with your car, you have to tell security that you are there to you look around or to have dinner and they will let you in. However, they do check cars and things like that, if you really feel this is the best way to go, then you would be better off going to Downtown Disney. Since anyone is allowed to park there, you are less likely to have a problem. Once you are in Downtown Disney, you can go to one of the two bus stops to get where you are going. Whether or not it is worth extra effort just depends on how tight your budget it.
One thing I have heard and I don't know how long it will take, is that Disney is going to start using a new system with their buses. Basically, before you can get on the bus, you have to scan your room key from one of Disney's resorts in order to get on. So, unless you are staying onsite you won't be able to get on. This is their way to keep this benefit for onsite guests. Again, I don't know when this is going to happen, I've been away since I first heard about it and haven't had a chance to keep up on it. If I find more info I will let you know.
Your other options are a private transfer or a taxi, depending on where you are staying, private may actually be less expensive. I'm not sure where you are staying, but if you will have to pay for your own transportation to things, you may be better of staying onsite, many of the benefits of staying onsite can save a lot of money. This is only if you can't use the buses when you stay offsite by the time you go. Another option is public transportation, but I've never used it and don't really know how it works.
