because propene is an unsaturated hydrocarbon, i.e. has a double bond which reacts with the bromine to form a dirbomopropane. this is an addition reaction and proceeds at room temp without any catalysts.
propane on the other hand is saturated and the reaction with bromine is a substitution reaction, which is much slower, proceeds via a radical mechanism, and is of need of initialization, which is relatively slow.

Having a double bond and unsaturated, Propene is much more reactive than the saturated, single bond Propane.

The double bond in propene is readily added to to form 1- or 2-bromopropane.
